The Cold Lake Minor Soccer Association (CLMSA) distinguishes between elected Executive Officer roles and appointed Non-Executive Utility positions in its leadership structure. The following explains how each type of position is filled, according to the CLMSA bylaws:
Executive Officer Roles (Elected at AGM): All Executive Officer positions (e.g., President, Vice-President, Treasurer, age-group Directors) are chosen by the membership through elections held at the Annual General Meeting (AGM), and those elected individuals collectively form the CLMSA Executive Committee. These core leadership roles are voted on by association members at the AGM and are considered the Association’s Officers and Directors.
Non-Executive Utility Positions (Appointed as Needed): Positions such as Public Relations Representative or Tournament Coordinator are not filled through AGM elections. Instead, the Executive Committee has the authority to appoint members to any required non-executive utility position based on the Association’s needs. These utility roles support specific functions (for example, overseeing public relations or tournaments) and are created and filled at the Executive’s discretion rather than by a member vote.
This appointment process ensures that CLMSA can quickly fill specialized roles when necessary, while reserving the AGM elections for the core Executive Officer positions. By clearly separating elected Executive roles from appointed utility positions, parents and members can understand how each leadership role is established and how it fits into the Association’s overall structure.
